RULES:
The tournament shall begin in accordance with the 2003 rules set
forth by Little League Baseball Inc. for the Major Softball Division.
ARRIVAL:
All Teams will arrive Saturday, July 26, 2003 between 1:00-4:00
p.m. at Beach #2, Cape Henlopen Dr. Lewes, Delaware. Pins and other
packets will be given to each player. A cookout will be held for
players, their immediate family, league representatives, managers
and coaches. NOTE: Bring swimsuits if you want to take advantage
of the beach.
MANAGERS MEETING:
A mandatory meeting for all Managers and Coaches will be held Saturday,
July 26 at 8 p.m. at the Atlantic Budget Inn in Millsboro, Delaware.
Refreshments will be served.
Bring equipment, i.e. helmets, bats, etc. for inspection after
the meeting.
TRANSPORTATION:
All teams are responsible for their own transportation to the tournament.
LODGING:
No lodging is furnished. Each team/state is responsible for their
housing. Payment of the rooms is the responsibility of the manager
of each team who should be prepared to provide a credit card upon
check-in.
OPENING CEREMONY:
Opening ceremonies will be held at the Lower Sussex Little League
Complex on July 27 at 5 p.m.
PRACTICE:
At managers' option, practice times will be scheduled at practice
fields.
UMPIRES:
All umpires shall be qualified members of the Delaware District
III Little League and be approved by the District Administrator
or assigned by Eastern Regional.
SAFETY:
Security and ambulance will be provided at each field during game
times. Hospitals in the area are:
Closest to Lower Sussex LL - Beebe Medical (20 min.)
Closest to Nanticoke LL - Nanticoke Hospital (5 min)
Closest to Millsboro LL - Beebe Medical (20 min.)
Closest to Laurel LL - Nanticoke Hospital (15 min.)
REQUIRED DOCUMENTATION:
Team managers shall be required to submit Eligibility Affidavits,
Original Birth Certificates and Boundary Map at the managers meeting.
All changes must be made at this time, and approved birth certificates
for these changes must be presented to the Tournament Director.
These will be kept and returned to the team manager when the team
is no longer in the tournament.
Waivers are required for any players not residing
within the league boundaries.
Managers shall have ready and submit to the Tournament Director,
three (3) copies of the batting line up, One for the official scorekeeper,
plate umpire and the opposing team manager.
MEDICAL FORMS:
Each manager must have in their possession a medical release for
each player listed on their affidavits the forms must be signed
by a parent or legal guardian.
UNIFORMS
& EQUIPMENT:
Uniforms and equipment are the responsibility of team managers.
All players must be in uniform, with a Major Softball Division Patch
attached to the left sleeve.NO SKULL CAPS ALLOWED. All catchers
must wear the approved wrap around catchers helmet. Helmets must
have NOCASE warning labels attached. Catchers must have full mask
and throat protector.
HELMETS:
All helmets will have chin strap if helmet specifications required
one. That means if there’s a snap below ear hole, it must
have a chin strap. Umpires shall check all equipment before the
start of each game.
DUGOUT:
Teams listed on the left side of the schedule shall occupy the 1st
base dugout. Teams on the right side of schedule shall occupy the
3rd base dugout.
COIN FLIP:
A flip of the coin by the Tournament Director shall determine the
HOME AND AWAY teams. Winner of the toss shall select if he/she wishes
to be home or away.
HOST LEAGUE:
It is the responsibility of the Host League to provide scorekeepers
for all games (no children), announcers, two people to assist with
collections (no children) and groundskeepers for each game.
Provide each manager with information regarding medical facilities.
CONDUCT:
Teams conduct shall be above reproach. Gross misconduct by any player,
manager, coach or league official shall result in a strong recommendation
to Little League Tournament Committee, for the removal of the individual(s)
or team(s) from the remainder of the tournament.
